In the 1970s, Western scholars proposed a "return" strategy based on the continuous decline of the status of industry in various industries, the relative decline in the competitiveness of industrial products in the international market, the large amount of industrial investment shifting overseas and the relative lack of domestic investment. That is, returning to the real economy, so that industrial investment is concentrated in the country, avoiding the hollowing out of the industrial structure. Now this strategy has once again had a market in developed countries. The industrialization level of the vast number of developing countries is still far from catching up with developed countries, so it will continue to promote industrialization. The re-industrialization of developed countries has a solid industrial development foundation.
